My 29 year old son is a permanent resident of Canada. He has recently lost his wallet which contained all his photo ID documentation including, PR card, Driving Licence,S.I.N. card, Health Card. His British passport (which he still has) has expired but it does contain his original 'landed immigrant' papers.
He has not got any photo ID document of any kind.
He has tried to apply to renew everything including his PR card. Citizenship/Immigration will not renew his lost card as he has no Photo ID, the same applies to all the other agencies who all require photo ID. Can anyone suggest how he gets out of this spinning circle please.

Hello,

Thanks for sharing your son's situation with us. It is unfortunate that he has had to experience this.

It is true that it is what seems to be an un-ending circle.

He may want to start off by trying to apply for his Ontario Health Card.

You can find the documents that are required in our Settlement.Org What documents do I need to apply for a Health (OHIP) Card? article.

If you still has a credit card, or if he will have a replacement one sent to him if it was in his lost wallet he can use it as one of the documents required from the "Support of Identity" list. The documents required from this list must include a his name and signature.

If he does not have a credit card, he may want to apply for one.

The other documents that are required for the Health Card are:

Proof of Citizenship or OHIP Eligible Status
(A document that shows that his immigration status makes him eligible for OHIP.)
Such as a Confirmation of Permanent Residence (IMM5292) or a Record of Landing (IMM1000).

and

Proof of Residency
(A document that has his name and current home address. This document confirms that his principal home is in Ontario.)

Once he applies for and receives his Health Card, this will be considered a photo ID.

It is also important that he, if he has not already, contact your local police. He should report that his wallet has been lost, in case it is turned in. He should not dial the emergency number. Instead he should refer to the local telephone number for Police.
