The Brown family moved to Toronto in 1997. George, the father, had been a mechanic for fifteen years. He had his own garage and two employees working for him. George�s wife, Martha, has been a housewife all her life. She finished high school, got married to George in 1990, and immediately became pregnant. Martha and George have two sons; Adam and Michael who are eight and three respectively.

Life has not been easy for the Browns in Toronto. George has been struggling to find a job as a mechanic without success. He has managed to hold seasonal jobs whenever he can find them, but most of the time he is unemployed. The savings the Browns brought with them to Toronto dried up five months ago and the family�s income went down to $900 net monthly. They have been on welfare for the past three months and their income is topped up with an additional $900 net per month.

Martha has decided to go back to school in order to find a job. She has applied for a full time course in clerical studies at a local school close to her home. The course is six months long. She would need to apply for childcare subsidy if she is accepted at the school.
