Changes to the Temporary Foreign Worker Program

The Minister of Employment, Workforce Development and Labour has temporarily frozen the cap (limit) on employers’ workforce who were hired under the Temporary Foreign Worker Program.
The following changes are also being made:
- Employers who hired foreign low-wage workers for the first time after June 20, 2014, or first time users of the program, will now be subject to a 10% cap.
- Employers who hired workers under the program before June 20, 2014 will continue to either have a 20% cap, or remain at the employer’s current level.
If you are applying under the Temporary Foreign Worker Program, you still need to
meet all program requirements.
